1 - Мechanisms and standards for OERs creation and publishing

МЕCHANISMS AND STANDARDS FOR OERs CREATION AND PUBLISHING
DESCRIPTION
The aim of the project is to lead to mass creation activities and publication of specific high-quality open educational resources in a common repository and/or repositories of already established visibility and with existing criteria for selection and publishing (such as https://www.golabz.eu).
The contents of the repository, such as "one-minute" video presentations of experiments for educational purposes, should have the character of an educational unit (which provides a link to other educational content but sufficient information support about the phenomenon it presents) but also elementary and generic character because they can be used as elements of different teaching processes, digital textbooks, practicums and the like. The target group is students and teaching staff. One of outcomes of the project is the publication “Mechanisms and Standards for Creation and Publishing of OERs” which will have several editions during the project and which will be adopted at the project consortium meetings and iteratively corrected in its editions every 6 months. The target group includes interested teaching staff in the fields of natural and engineering sciences, government officials and experts in education policy and development, creators and administrators of digital libraries, librarians, textbook publishers, management of higher education institutions, but also all other interested individuals from the wider community. access to the repository of representative open educational content that is the subject of this project will be made available.
All partners are constantly committed to improving the mechanisms and standards of creation quality and publishing the content of the repository. An iterative procedure for improving the primary document is envisaged, which should improve the work of both the participants in this project and the academic community that will accept these activities. This basic document will be expanded with possible instructions and tutorials for the production of certain educational content, which will also be the outcome of this project. Each of the partners will deal with all aspects of the content of the standards for the production and publication of open educational content with special emphasis on those forms that will be published by each of the partners during the project. The main contribution should be to propose a procedure for reviewing the content and standards that should recommend its publication in the repository. Educational content and administrative-technical aspects are discussed. In the first three months of the project - a research will be made of the current situation and standards in the field of creating and publishing open educational content, and each of the partners will do one initial content that is the subject of this project. Discussion of the existing and initial proposals of each partner, at the first meeting of the partner consortium will give the first integral document, which will be improved by the end of the project. The methodology is based on research, own practice, mutual discussion, and a proposal to revise and improve existing mechanisms and standards. The key question is how to establish a mechanism for publishing exclusively representative content in the repository, and what are the criteria of excellence that should be met by the so-called. representative open educational resources.
The answers to this question will be discussed, improved and published by the project consortium partners throughout the duration of the project. At the end of the project, a final publication will be issued in the mother tongue of the project partner and in English. The planned administrative and technical support includes the preparation of publications "Mechanisms and standards for the production and publication of repository content" which will be printed in its final edition, and in all other editions prepared as an electronic publication placed through the project website and social networks.

“One-minute” experiments (OMXs): Definition
By "one-minute" experiment we mean the shortest possible video content or presentation that illustrates and / or explains the phenomenon, theoretical concept, physical law, laboratory exercise, technical solution, principle, or conclusion in an efficient and clear, experimentally supported manner.
The "one-minute" experiment should address important educational content in terms of clarifying basic learning objects, visualizing teaching content, or demonstrative support in teaching. These video-multimedia content may include

Video clips of experimental realizations
The mini video lesson should replace the representative presentation of the teacher, who uses digital technology and all the help of multimedia tools, including augmented (AR) and virtual reality (VR), in the shortest possible time (up to 3, 5 or 10 minutes), explain the important teaching contents in the most efficient way possible.
The mini-lesson deals with the multimedia clarification of the selected term from the dictionary of important terms of the teaching content, and according to the specifics of the subject teaching content, uses an adequate environment, tools and pedagogical methods to address the user of learning process as representatively as possible.
Mini lessons can be interpreted as basic elements or "puzzles" of future intelligent teaching tutors, or as basic elements of the dictionary of important concepts of teaching content, which can often be used independently in different educational contexts.
Video clips of experimental realizations should replace teaching units of demonstrative laboratory exercises in the most efficient way possible. The video content should be complete with all relevant information, while respecting all ethical, legal, and scientific-educational norms of experimental implementation and its video presentation.
This document deals with the systematization of good practice criteria and recommended standards that should contribute to improving the quality of content in this area of digitalization of education.
DESCRIPTION OF ACTIVITIES
Between 25 and 50 (and our expectation is significantly more) reputable video examples of representative experiments in the education of chemistry, physics, engineering sciences will be published during the implementation of the project. Virtual reality, augmented reality and video production in the creation of open educational content is an important research topic covered by this project, and which is dealt with in more detail by the University of Tartu than other partners of the project consortium. "One-minute" in the title should emphasize the intention and imperative that video content be as short, effective and tailored as possible to be fully viewed and used by as many potential users of very different prior knowledge, needs and interests. The short video content is very demanding, because it is necessary to knowingly create a scenario for performing the experiment, point out the educational outcomes, and properly carry out the experiment itself and its video production. The organization of the repository, its searches, the organization of relevant links to other educational content, as well as the organization of visibility to potential users, are also issues that will be addressed.

This clip is a great example of useful application of video content within the ex-cathedra of teaching approaches. Demonstration laboratory teaching in the laboratory space would not bring better knowledge outcomes and would lead to higher consumption of total resources. This would be even more obvious for experimental phenomena in chemistry teaching, which require a significant duration of the experiment.
Thus, the “one-minute” video contents of educational experiments will to a large extent represent open elementary contents of education that can be used as elements of more complex teaching contents and different teaching methodologies.
The target group of potential users is very wide, as well as the possible orientation and coverage of "one-minute" video content of educational experiments in engineering and natural sciences. The target group includes students and teaching staff in the fields of natural and engineering sciences, government officials and experts in education policy and development, textbook publishers, management of higher education institutions, but also all other interested individuals from the wider community who will have access to the repository of representative open educational “one-minute” video resources.
Each of the academic partner institutions will produce 5-15 reputable video examples of experiments in education and stimulate the production of more video content within their institution, according to established standards. The initial content proposed for publication in the repository will be the basis for the development of a discussion on the standards and mechanisms to be applied to ensure the adequate quality of the published content. Hence, the creation of initial video content will be organized in waves between the conducted analyzes and the harmonization of standards and mechanisms between the partners. As a partner, CogniPix will be advisory and to some extent provide technical support to the Serbian part of the consortium in order to achieve excellence in technical production. The University of Tartu has the competencies that will enable the recording of effective video content with augmented reality included (which can add special use value to the elements of the repository (see a possible example of use from the University of Kragujevac https://www.youtube.com/watch?v=1EzPJ2cr5fI) The National University of Distance Learning in Madrid has many experiments in the function of VEB-Laboratory and specializes in distance learning technology. Serbian universities: Singidunum, University of Belgrade, and the University of Kragujevac are a significant teaching base of Serbia that can provide adequate digital interpretation of representative laboratory content in the field of natural and engineering sciences.
As a result, the partnership of the institutions participating in the project should provide exemplary open educational resources published in a joint repository or joint network of repositories that combines the performance of the project site and its own software solution, a common YouTube channel of the project, and the EU open education repository https://www.golabz.eu
** Web application to support review process and database of approved videos **
Web application was created to help in review process of OMX materials, and once the review process is done, to publish them locally on this site for anonymous browsing. Also, it includes links to Youtube where approved videos should be uploaded, in order to conserve site bandwidth.
It is possible to have multiple revisions of the same project and multiple reviewers. Database with CREATORS and REVIWERS is internally accessible only (1-2 dozens max expected). By using sqlitebrowser we can easily add/remove participants in this process. Webapp access of REVIEWERs and CREATORs is protected with passwords shared internally. Once the videos are approved they are accessible anonymously.

Tutorial for the technical realization of "One-minute" experiments
Systematization of tutorials for video production of educational experiments should be done during the first year of the project, and above all it is about the technical side of the formation of video material according to the appropriate standard. This document can also be interpreted as a contribution to the mechanisms and standards for the creation and publishing open educational resources that are the subject of this project. On the other hand, this document is also an open educational resource intended for teaching staff and technical support in higher education institutions.
The project is carried out in continuous coordination and exchange of views of all partners. The production of open educational resources flows in waves between discussions on establishing quality standards, dissemination activities and gathering the opinions of potential users of published video content. The tutorial subject also joins the open educational resources that will be published in the repository and on the project website. In accordance with the tutorial and the current mechanisms and standards of the project - the production of video contents will be continued and based on the response of consumers, an internal audit of the tutorial will be made. The tutorial could include applications of video contents with elements of augmented reality. Partners implementing this activity can also do three different or similar tutorials in their mother tongues and an integral tutorial in English.

Digital Twins of real experiments
Digital twins of real experiments or emulation of experimental responses for specific inputs - represent a new innovative form of digital educational content based on a software solution that selects recorded sequences of appropriate experimental realizations for given experimental inputs, giving the illusion of experimenting on a real object via the Internet. The complete design and scenario of performing and presenting the experiment are an important part of the preparation in the realization of this outcome. Unlike performing a real experiment via the Internet, the "digital twin" of the experiment can be accessed by an unlimited number of users at the same time, without hazardous risks for the equipment, as well as without the risk that the equipment is not working. The limitations of the "digital twin" in relation to the real experiment via the Internet are acceptable for significant number applications for educational purposes. The target group is students and teaching staff.
Each of the academic partners will provide at least one experimental scenario with accompanying textual, video and diagrammatic contents of experimental realizations, which for certain inputs will give the most illustrative experimental outputs in the educational sense. The software integration of these materials will be done by CogniPix and finally a tutorial on the technical realization of digital twins of real experiments for specific inputs (or emulations of experimental responses for specific inputs) in educational terms will be compiled. Both examples and tutorials will be published in the repository as open educational content.

WEB-Laboratory for specialized hardware programming will be offered as open educational resource during the project implementation. The target group is students and others interested in using this learning resource. It is planned to enable the realization of the teaching outcomes of the course MIT 6.111 Introductory Digital Systems Laboratory - via the Internet. The course has a rich archive of student projects

The documentation of these projects includes a demonstration video of the project outcomes, a project proposal, an abstract, a project presentation and a final project report. The topicality, applicability, special teaching technology and documentation of this subject are the motive for designing the WEB-Laboratory, which should provide access to hardware and exercises (possibilities of its programming). On the other hand, in this example, the project consortium partners will analyze the advantages and disadvantages of WEB-Laboratory and their real maintenance costs.
UNED has extremely rich experience in the regular design and maintenance of WEB - Laboratories, and will participate in the implementation of this project outcome in an advisory manner, and in the context of quality control of the design and implementation of WEB - Laboratories. CogniPix is a designer of various technical solutions in the field of application of specialized hardware and computer systems in the "cloud" and will lead the technical side of the implementation of WEB Laboratory. Singidunum University at its Technical Faculty has several majors related to the programming and implementation of specialized hardware, and as an extremely interested partner in the implementation of this type of results, will play a leading role in implementing this project outcome. The University of Kragujevac has so far participated several times in projects related to the construction and implementation of WEB Laboratories and has experience with the transfer of courses from the world's leading universities. The educational side of the selected project examples can be focused on building a WEB infrastructure and interface that will enable the implementation of the subject http://web.mit.edu/6.111/volume2/www/f2019/index.html and the use of the specific computer platform for the site of simple electrical circuits and work with sensors and actuators.

WEB-Laboratory - Tutorial of technical realization
The tutorial on the technical realization the WEB Laboratory design and implementation will be offered as a permanent open educational resource, with the purpose that the teaching staff can easily technically realize their WEB-Laboratory. The realization of laboratory exercises via the Internet is in accordance with the measures for the prevention of the pandemic.
UNED has the greatest experience in regular design and maintenance of WEB - Laboratories, of all partners of the project consortium. CogniPix is a designer of various technical solutions in the field of application of specialized hardware and computer systems in the "cloud" and will contribute the technical side of the realization of WEB Laboratory in this project, as well as tutorial of technical realization. The deployment (application) and internal audit will be done by Singidunum University and the University of Kragujevac. The outcome is a tutorial in few languages. UNED will have the role of lead editor of the tutorial, which will be offered as open content education.
